What did the Submissions on the Proposed Plan say?
The Summary of Submissions Report sets out all the comments made by submitters to the Plan. This includes the decisions sought by submitters on the Plan. There were a wide range of comments on the Plan, some in support, some seeking amendments and others seeking deletion or removal of parts of the Plan. Kaipara District Council have prepared an information flyer to update you on the Proposed District Plan process. The flyer provides examples of the submissions received by Council (it is not a full Summary of Submissions). There were some issues raised in submissions that were not relvant to the content of the Proposed District Plan. Many of these issues related to the timing (e.g. whether the Plan should be put on hold) or the costs of the Review. It is more appropriate that these issues are considered in Council's Annual Plan / Long Term Council Community Plan (LTCCP) consultation as they relate to Council budgets and programmes. These submissions have been forwarded to the Council's Annual Plan submission process and will be considered in the Hearings on the Annual Plan / Long Term Council Community Plan (LTCCP) in May 2010.

Rules Which Take Legal Effect
Where a rule protects or relates to water, air, soil (or soil conservation purposes); protects areas of significant indigenous vegetation or significant habitats of indigenous fauna; or protects historic heritage these rules are effective from the time the plan change is notified.
In addition to this the objectives, policies and other issues, reasons, or methods in the Plan must be considered from the time the plan change is notified.

All sections of the Plan received submissions, so there is no change to the list of rules which take effect immediately.
